Portugal: the best country in the world for foreign retirees

Portugal has been named the best country in the world for foreign retirees in the International Living’s Annual Global Retirement Index 2023.

The country achieved an average score of 87.43 based on various factors, including housing, cost of living, visas/benefits, affinity rating, development/governance, climate and healthcare. Mexico and Panama followed as second and third, respectively.

Spain ranked sixth, while Greece, France, and Italy were also among the top ten. Portugal scored highest in healthcare (92), development/governance (94), and visas/benefits (90). However, housing was the area where Portugal scored the lowest (74).

According to Terry Coles of International Living, Portugal has something to offer everyone, from traditional to contemporary lifestyles. She also noted the country’s safety, healthcare affordability and quality, and its friendly locals, who are fluent in English.

The increasing number of residency requests is evident of the country’s appeal, with tax benefits and the possibility for non-EU citizens to acquire Portuguese citizenship in a short period of time being key factors.
